Driving the Future: Affordable Financing for Zero-Emission Fleets

Program Overview

  • The Zero Emission Vehicles Loan Program, funded by congressionally approved and lawfully awarded funds from the U.S. EPA Climate Pollution Reduction Grants, is designed to support small and medium-sized fleet operators, commercial entities, municipal governments, educational institutions, and non-profits. These organizations often face financial barriers when transitioning their on- and off-road vehicle fleets to zero-emission alternatives. The program aims to bridge the financing gap and reduce upfront costs for fleet operators who might otherwise struggle to secure affordable loans through traditional financial institutions.

Funding & Eligibility

  • The initiative supports operators converting their on- and off-road fleets to zero-emission technologies, with a focus on assisting small and medium-sized fleet operators that have historically faced financial and logistical challenges. These challenges include high interest rates from traditional lenders and the delay in financial incentives such as tax credits. Loans will prioritize small and medium-sized businesses that typically cannot take advantage of tax credits, may have liquidity challenges based on timing of incentive payments, and have difficulty accessing low-cost financing.
  • For borrowers ineligible for tax credits, loans may include provisions for third-party ownership or a lease-to-buy model.
  • Eligible technologies include medium- and heavy-duty on-road and off-road electric or other zero-emission technologies.
