Driving the Future: Affordable Financing for Charging Infrastructure

Program Overview

  • The $10 million Heavy-Duty Charging Vehicle (HDVC) Loan Program, funded under the U.S. EPA’s Climate Pollution Reduction Grant (CPRG), provides flexible capital for medium and heavy-duty vehicle charging infrastructure across Illinois, including electrified depots, fleet charging installations, and corridor charging hubs. The program supports small and medium-sized fleets, charging operators, commercial entities, municipal governments, educational institutions, and non-profits. This program attempts to address capital access barriers to drive meaningful greenhouse gas (GHG) emissions reductions through fleet electrification.

Funding & Eligibility

  • The primary focus of the program is the development of vehicle charging infrastructure, with particular emphasis on Direct Current Fast Charging (DCFC) systems designed to support heavy-duty freight and fleet operations. Eligible infrastructure may include charging equipment, associated electrical components, necessary physical infrastructure, and electric grid upgrades that enable significant deployment of medium and heavy duty of zero-emissions vehicles and contribute meaningfully to emissions reductions within the state.
  • Medium-duty charging infrastructure and Level 2 charging systems may be considered where they align with CPRG programmatic objectives, demonstrated fleet needs, and the overall emissions reduction goals of the Fleet and Freight initiative. Eligibility may also consider portfolio composition, infrastructure utilization expectations, and program-level risk management.
  • Borrowers are responsible for compliance with applicable federal and state requirements, including BABA, Davis-Bacon and Related Acts (DBRA), federal environmental requirements, and Illinois Works, where applicable.
